Is the truck running when this is happening?

It's a matter of degree.

It's normal for the volt meter to fluctuate when a load is applied. Is this what is happening?

If the volt meter is fluctuating violently downward when a load is applied, it often indicates high resistance connection, some corrosion forming at a ground strap, dirty battery cables or something similar. Conduct voltage drop test on the electrical system.

If you have a load that is pulling your volt gauge alot first i would check the gauge. I used to own a pete and the biggest fuse in that truck was 30 amp. Little tid bit of info if your amp meter dont work in the dash look down by the starter you will find 2 inline fuses 90% chance that will fix the amp meter
